Scope and Limitations
ROSA is a documentation based governance standard. Its scope is intentionally defined and intentionally limited.
This page describes what the ROSA Standard covers, how it is intended to be used, and the boundaries that apply in all cases. These limitations are not exclusions or gaps. They exist to preserve neutrality, credibility, and clarity of responsibility.
Governance Scope
ROSA governs documentation and process related to the introduction, operation, and incident handling of robotic, autonomous, and AI enabled systems within buildings.
Specifically, ROSA provides standardized policies, governance frameworks, checklists, and incident documentation templates that properties may use internally and reference externally as needed.
ROSA does not govern the technical performance, design, operation, or safety of robotic systems. ROSA governs how decisions and responsibilities are documented, not how technology functions.
No Vendor or Technology Approval
ROSA does not approve or certify vendors, technologies, or robotic systems.
ROSA is vendor neutral and technology agnostic. Any references to robotics or automation within ROSA materials are illustrative and framework based only.
Properties remain solely responsible for evaluating, selecting, and managing vendors and technologies.
Advisory and Documentation Only
ROSA is advisory only and documentation first.
ROSA does not provide operational services, enforcement, monitoring, or supervision. ROSA does not participate in day to day operations or real time decision making.
All ROSA materials are provided for reference and internal use. Adoption, implementation, and enforcement of any ROSA related documentation remain at the discretion of the property owner or operator.
No Legal or Insurance Advice
ROSA does not provide legal advice or insurance advice.
ROSA does not interpret laws or regulations, recommend insurance coverage, or participate in underwriting or claims processes.
ROSA documentation may be shared with legal counsel, insurance brokers, or underwriters as reference material, but ROSA does not advise on legal strategy, regulatory compliance, or insurance outcomes.
Responsibility Boundary
All responsibility for robotics and autonomous systems remains with the property owner or operator at all times.
This includes responsibility for deployment decisions, vendor selection, staff training, resident communication, incident response, regulatory compliance, and insurance coverage.
ROSA documents responsibility. It does not assume responsibility.

No Enforcement or Monitoring
ROSA does not enforce compliance and does not monitor robotics deployments or building operations.
ROSA does not audit properties, supervise vendors, or verify ongoing adherence to policies or procedures.
Even where certification is offered, ROSA review is limited to documentation only and does not include operational oversight or ongoing verification.
No Mandatory Adoption or Deployment
ROSA does not require the adoption, deployment, or use of robotics or autonomous systems.
ROSA does not assume that automation is present within a building and does not pressure properties to introduce robotics or AI enabled systems.
ROSA readiness and documentation may be established regardless of whether robotics are currently deployed or ever deployed in the future.
No Guarantees or Outcome Claims
ROSA does not guarantee safety, reduce liability, ensure compliance, or prevent incidents.
ROSA does not claim that documentation or governance frameworks eliminate risk. Robotics and autonomous systems introduce inherent uncertainties that cannot be fully mitigated through standards alone.
ROSA provides structure for preparedness and documentation, not certainty of outcomes.
